Vernon C. Bain Correctional Center is a huge prison barge that can hold up to 800 inmates. It has 16 dormitories and 100 cells. The barge was built for in 1992 for $161 million in order to reduce overcrowding in New York prisons and has served as a part of the city's prison complex at Rikers Island since then.

Aside from the potential issues with a floating prison, has anyone else noticed that this boondoggle cost taxpayers over $200,000 per inmate, and two decades ago?
This must have been so loaded with pork and bribes that there are still people sunning themselves in the Cayman's over it.
